My recommendation for the finest art gallery in Vienna is the Albertina. There are thousands of drawings by artists such as Rembrandt, Michelangelo, Raphael, and Albrecht Durer (including The Hare). The modern paintings range from Matisse to Chagall via Picasso and Delauney.
The most interesting pieces are two drawings next to each other in the Imperial apartments – one by Hieronymous Bosch entitled ‘Tree Man’ and the other is a self-portrait of Pieter Brueghel the Elder with the buyer of one of his paintings. Brueghel looks as though he has a bowl on his head and the representation is not flattering.
